Quality Management System
Company operations, site-specific quality plans, inspection & QA/QC records, hold points and ISO 9001 alignment.
Introduction & Scope
This Quality Management System (QMS) defines the requirements and processes by which Jordan Rail Pty Ltd and its subcontractors plan, deliver and verify plant, equipment and rail-network services to the required quality standard.
It applies to all Jordan Rail operations - wet and dry hire, construction and maintenance, fabrication, transport and logistics, and mobilisation/demobilisation of plant on the rail network.
The QMS operates alongside, and is supported by, the Jordan Rail Operating System (this platform), which serves as the system of record for all quality, inspection and compliance activities. Health, safety and environmental requirements are governed by JRSE-110 Safety and Environmental Requirements, referenced throughout this document.
Quality Policy
Jordan Rail is committed to delivering plant, equipment and services that consistently meet client, regulatory and rail-network requirements. Quality objectives are established, monitored and reviewed at management level.
- Zero-defect mobilisations - every item of plant is inspected and verified before deployment.
- On-time delivery of plant, personnel and services against the Work Schedule.
- Compliant inspections and test records retained for every QA/QC activity.
- Defects and non-conformances captured, actioned and analysed for recurrence prevention.
- Continuous improvement driven by data from the Operating System's reporting and analytics.
- Competent, inducted and authorised personnel for every task.
Company Operations Overview
Jordan Rail Pty Ltd provides heavy mobile plant and equipment for rail and civil construction. Core service lines include wet hire (plant with operator), dry hire (plant only), construction and maintenance works, fabrication and modification, and transport/logistics of plant to and from site.

Quality Management System Framework (ISO 9001:2015)
The QMS is structured around the ISO 9001:2015 quality management principles and clause framework. The mapping below shows how each clause is satisfied by the Operating System.
- Clause 4 - Context: Operations scoped to rail-network and civil works; stakeholder needs captured in quotes, RFQs and client/project records.
- Clause 5 - Leadership: Management accountability via the Manager Overview; quality policy and objectives set and reviewed by management.
- Clause 6 - Planning: Quality objectives and plans per project (Site-Specific Quality Plans); risk assessed via SWMS and task risk assessments.
- Clause 7 - Support: Competency management (RIW, VOC, inductions), document control, infrastructure (Operating System), work environment (JRSE-110).
- Clause 8 - Operation: Design/delivery controlled via Work Schedule, inspections, hold points, repair lifecycles and procurement controls.
- Clause 9 - Performance evaluation: Inspection results, repair analytics, Manager Overview, audits and management review.
- Clause 10 - Improvement: Non-conformance and corrective action workflows, recurrence tracking, incident-driven change.
Preparing Site-Specific Quality Plans
For each project or major work scope, a Site-Specific Quality Plan (SSQP) is prepared before mobilisation. The SSQP translates this QMS into the specific deliverables, inspections and hold points for the site.
- Define the scope of works, deliverables and acceptance criteria from the quote/RFQ and Work Order.
- Identify applicable standards, rail-network requirements and client specifications.
- List the plant and equipment to be deployed, with unit numbers and required inspections (Pre-Mob, Pre-Check, commissioning).
- Identify competency requirements (RIW roles, VOC, tickets) for allocated personnel.
- Define inspection and test plan (ITP) stages, including hold points and witness points (see Section 7).
- Reference the SWMS, environmental procedures and HSE controls from JRSE-110.
- Establish records to be maintained and the responsible person for each (supervisor/manager).
- Review and approve the SSQP before mobilisation; communicate to the workforce via pre-start briefings.
Records of Inspection, Testing & QA/QC Activities
The Operating System maintains structured, referenced records of all inspection, testing and QA/QC activities. Each record carries a unique reference number, author, timestamp and supporting photos/documents, and is retained as a permanent auditable record.
- Pre-Mobilisation Inspections (JR-PS) - 9-section checklist, defect register, supervisor sign-off.
- Pre-Check, Dry-Hire and Post-Hire Inspections - shareable PDF reports with defects and photos.
- Battery Life Checks - start/battery/isolation status with auto-breakdown handling.
- Plant Commissioning Reports - modular checklist with profile auto-linking.
- Rail Gauge Conversion Forms - back-to-back measurement and on-track braking/traction test records.
- Preventive Maintenance - PM schedules, work orders and Service History Logs with checklist results.
- Lifting Equipment, Fire Extinguisher, First Aid, Spill Kit and Fall Protection registers - 3-monthly assessor, pre-mob and daily inspections.
- SWMS - hazard register, controls, PPE and legislative references with version history.
- Plant Repair Reports - breakdown/damage report, approval, allocation, completion with parts, costs and photos.
- Tag-out / Lock-out records with photo evidence and return-to-service sign-off.
Hold Points & Witness Points
A Hold Point is a stage in the work sequence beyond which work must not proceed until the required inspection or verification has been completed and signed off by the nominated responsible person. Hold points are mandatory verification gates.
A Witness Point is a stage where the client, principal or inspector is notified and given the opportunity to attend and witness the activity. Work may proceed if the witness does not attend after notification, unless the SSQP specifies otherwise.
- Pre-Mobilisation Inspection - supervisor sign-off is a hold point before plant leaves the yard.
- Battery Life Check - hold point before plant is released to site (start/battery/isolated checks).
- Rail Gauge Conversion - on-track braking and traction test is a hold point before return to service.
- Plant Commissioning - commissioning sign-off is a hold point before first deployment.
- Repair / Breakdown - manager approval to proceed is a hold point before repair work commences.
- Preventive Maintenance - supervisor sign-off on the service checklist is a hold point before return to service.
- Tag-out removal - return-to-service is a hold point requiring authorised sign-off and photo evidence.
- Client/inspector witness points are nominated in the SSQP and notified through the system.
Document Control & Records Management
All quality documents are controlled through the Document Control Register. Documents carry version numbers, review intervals, currency status and review history. Manager-controlled visibility ensures workers see only current, approved documents.
- Document Control Register tracks revisions, review intervals (months) and currency (current / under review / expired).
- Policies, Procedures, SWMS and Bulletins maintain version history and superseded-version snapshots.
- Records are retained with reference numbers (JR-PS, JR-SWMS, JR-CR, PR-...) for unique identity and retrieval.
- Automated notifications flag documents due for review or expired.
- Records are stored in the Operating System database with created-by audit and change history.
Non-Conformance & Corrective Action
Non-conformances identified during inspection are captured as defects and, where they affect plant safety or function, escalated to Plant Repair Reports. Corrective actions are assigned, tracked to closure and analysed for recurrence.
- Defects captured in any inspection flow into the repair/breakdown lifecycle when required.
- Incident Reporting feeds corrective actions and may generate safety bulletins, per the Incident Management Procedure & Manual (JRSE-110).
- Recurring-repair detection flags units with repeated breakdown types for root-cause review.
- Corrective actions tracked to closure with responsible person and verification — consolidated in the Action Tracking Register.
- Management review uses analytics to identify systemic issues and drive improvement.
Standards Compliance & ISO 9001 Alignment
This Quality Management System is aligned with the requirements of ISO 9001:2015 Quality Management Systems - Requirements, and AS/NZS ISO 9001. The framework, records, document control, hold-point verification and continuous-improvement processes described in this document map directly to the ISO 9001:2015 clause structure (see Section 4).
